TEOCO and START expand network planning and optimization partnership for Russia and CIS

The latest range of TEOCO planning tools features updated versions of the ASSET and CONNECT products, as well as entirely new ones such as Velox, a small cell planning solution.
The new version of ASSET features enhanced LTE capabilities to support better voice and data services. These include VoLTE network modelling plus planning for next-generation networks in upcoming years.
To manage the ever-increasing demand for data access from subscribers, operators are increasingly incorporating small cells into their network design and planning. TEOCO has therefore improved the small cell planning capabilities of ASSET by adding Velox, a new small cell planning module that incorporates backhaul and radio planning into operators’ macro network planning models.

Network at your Fingertips: Feodor YAMINSKY told about his company’s history and its flagship product — iOSS
The Russian company Start Innovation Ltd. (the START brand),
is a first-time exhibitor at Mobile World Congress.
The CEO of START, Feodor YAMINSKY, told Leonid KONIK,
Editor-in-Chief of The Standard, about his company’s
history and its flagship product — iOSS,
an operations support system for telecommunications.
— How did your business start?
— START began as a startup launched
in June 2004, specializing in the development
of internet-controlled devices. It was a segue
from the business of remote-controlled measurement systems,
in production since 1990 by our partner company,
Perspective Technologies Center (CPT). START won a grant
from the Russian Support Fund for the Advancement of Small
Enterprise in Science and Technology (the Bortnik Foundation).
One of our industrial debuts was to equip a whole
building in Moscow’s State Lomonosov University with our
own software and control systems, including security, video
surveillance, and access control. Later on, START diversified into
software development for telecom network monitoring and management.
Thus far it’s been a success: Start Ltd. cleared 100
million rubles in 2011 (or about €2.5 million
at the then-current exchange rate), and has since continued
to grow year after year.
— Why did you change your business focus?
— We diversified when we partnered
up with UK’s Aircom International —
a leader in wireless network planning and OSS solutions
and a consultant on mobile network infrastructure
management. This partnership arose alongside the evolution
of my career. My first job after graduating from
the Biophysics Department of Moscow University was
at the Russian office of Schlumberger. My division
was working with smart cards and became an independent
company, Axalto, in 2004. Having joined Schlumberger
as a Java programmer, I became head of the
Russian office in 4.5 years. Our biggest project was
outsourcing for MTS, where we built a SIM card
personalization factory in Moscow.
In 2006 MTS became interested in Aircom’s
wireless planning system ASSET, and we received our first
contract. Soon after, START developed a unit dedicated
to the Aircom International partnership. Our initial focus
was radio coverage planning systems with ASSET, which is still
highly sought-after by telecom operators worldwide.
We started out as a reseller for Aircom, then
took over first-line technical support for Aircom solutions.
Later we developed the second line, and finally the full
range of integration and customization services.
In December 2013, Aircom International was acquired
by a US corporation, TEOCO, and we are continuing
to expand our collaboration. START also represents other
global industry leaders and offers their engineering solutions
in Russia, including Siradel, JDSU, and iBWave.
In recent years, START has grown its customer base.
We are currently working with the cellular division
of Tattelecom (the Letai network) and Rostelecom
(these assets having recently passed to Tele2 Russia),
and have projects with Yota and Antares 4G.
Before being acquired by MegaFon, Yota implemented
a turnkey OSS system based on our solutions,
covering its entire workflow, from LTE base station planning
control and construction to automated pre-launch and
acceptance testing. As new base stations went live,
network coverage was updated automatically on the Yota
WEB portal, with the highest precision building coverage for
cities. This data was used by different Yota divisions,
including engineers, marketing, and accounting, as well
as contractors. The finance department, for example, received
data from our system on new, successfully-launched sites
to facilitate processing of contractor payments.
— What makes iOSS special?
— iOSS a global system operating nationwide, and
it’s a business-critical system. The importance
of voice is now being replaced by data
in telecom networks these days. Most of today’s
network capacity is dedicated to a large amount
of growing data traffic. Quality assurance becomes extremely
important, and iOSS will fine-tune the operator’s technical
business processes to provide better quality of service
